1974D Penny - A crooked mintmark Question

Just came across this one today. I found it very interesting, never seen a mintmark so crooked like that. I tried researching but found displaced mintmarks need to be touching or overlapping something.

Is this considered an error?

Technically it's an error since it was punched crooked, but mint marks need to be tilted 45 degrees or better before they're going to bring a premium. Of course an mm touching something it shouldn't touch is better.

Since MM were added to the die by hand until 1990, this is actually considered within tolerance. I've seen this one and a 1987 that is just as bad.
