PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). They appear to be "dryer coins"....coins that were stuck in a dryer and just worn down. The rims being worn down is the big clue on these.

They just look excessively worn, and being stuck by a dryer tumbler is a great way to wear down coins. We had a dryer which had several coins that looked like that when I changed a belt, I found them.
