1967 Dime, Reverse Error?

Good morning!

Just noticed strange markings on the reverse of a 1967 dime, top of the torch. I looked closer and it seems to be some sort of error, like the flame has an exact shadow. The detail of the mark looks identical....
I'm no expert, so looking for any insight or thoughts!

I understand it is very worn and damaged, highly circulated. My question is regarding the marks around the flame.

I know it appears to be something having to do with the flame, but there was nothing like this done at the mint. It has to be post mint. The pictures also. to my eyes, make it look like some sort of staining/paint on the surface?
