1988 LMC No FG???

1988 LMC No FG???
Going through a box of pennies and came across this while looking for the 89 reverse. I've never heard of an 88 NO FG. Can anyone shed some light on this?

I am quite familiar with grease filled dies. What causes me to think otherwise are the large die scratches from polishing and that the definition of everything else appears consistent especially around lincoln.
