Bicentennial Quarter - Post mint damage?

I'm looking to get some feedback on this 1st coin. The face on the reverse is what's most interesting to me. This is the first time I've shown or asked for expertise! I'm so excited! Thank you, Tina

The coin has been damaged badly so what you're seeing is you mind making shapes out of these marks like a face in wood grains. However, this didn't happen at the mint.

I thought Washington's neck was post mint, but wasn't sure of the rest. Thank you so much!
