Lincoln cent error 1989 d reverse Doubling in United States?

This 1989 D Lincoln penny on the reverse has problems with United States, is that considered doubling or what is that called?

It's split plating and very common.

Even though that is a common thing to see, is that considered an error because it it just doesn't look right or good?

No it's not an error but damage to the coin.
