1992 error penny date the 1 and 2 look out a place

This 1992 D Lincoln cent looks like the one is a little high on the date + the 2 is small just like the 1.

Hard to know exactly what's happening to the 2, but it appears that the ridge ring is affecting it (and possibly circulation wear)

Is that considered a error , or should I just recycle it?

It's a plating issue caused by die deterioration but this is normal and not a mint error.
