PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). Collar die clash and is often called a railroad rim, it is common.

minor collar clashes:

"COLLECTABILITY" here would be a 'low/no contact un-circulated EDS (early die state) GEM' ......

The collar die clash is not the same a partial strike from a collar die. The Morgan is a partial collar strike while the quarter is struck from a die that clashed with the collar and are two different things.
