2001 D Vermont quarter (copper color-both sides

Hi, I was going through my change & came across a 2001 D Vermont quarter that is copper color on both sides. I tried rubbing off & that was a no go, is this an error, has anyone seen this or know what it is?

What is the weight?
This is usually the result of staining from the environment around the coin (sitting in a cup holder with liquid, in the ground outside, etc.).
It doesn't appear to missing a clad layer, the color is off.
