1969 S ?

is this a RPM or Is this doubled

The 'S', and the date above it, show signs of push doubling. This does not add any value to the coin.
The 'ER' in Liverty is contact marks which have moved some of the metal.

I agree with Mhonzell.
You might see the term push doubling interchanged with Mechanical Doubling (MD)
