1983 p quarter mint error??

I work at a gas station so I see a lot of different coins and this 1 jumped out at me. I'm new to collecting but this doesn't look like after mint damage to me.
It's a 1983 p quarter but it has some interesting features.

The blotches of extra metal mainly on the reverse on the eagle as well as on the lettering. But also a few spots on georges ponytail.

that's kinda what i thought .....

in these pics, this quarter hugeeyes's as if it might have been "mounted", as the 'blobs' on the reverse
may be "soldering points" .....

....& now shows a great deal of 'wear/contact marks & environmental damage' to the surface .... JMO

I need a scope to get some better close ups, but I had thought that as well. The thing that got me to post it was looking at it with a magnifier looks like it's kinda stamped into the coin. Plus to the right of the big blotch on the eagle looks like a misplaced D mint mark, which I admit could be a trick of the eye. Plus the overall stamping looks shallow, not worn in certain places but across the whole coin.

Definitely solder spots on the reverse. Some deformed bumps from the heat appear to be present on the obverse, directly opposite the solder.

This coin has been soldered and has environmental damage; the reason it looks more like it's part of the coin is it toned and has been worn. It is post mint damage.
