1989 lmc with double chin

Been going through 126 pounds of pennies and found this in usual 1989 and don't see it listed on varietyvista. Any one seen one?

Nice clear image again.
My eyes are telling me something looks different but I'm not sure if it is just part of the design.1989 LINK

Looks like a plating issue and they can be anywhere on a coin and come in all shapes and sizes.
