To me this looks like the outside copper cladding has been chemically removed after it was struck and left the mint. It seems to be missing finer details, especially on the reverse.
PMD- Post Mint Damage- (AKA- PSD- Post Strike Damage)
1984 was the second year after the mint changed to copper clad zinc for the Lincoln cent, so someone was curious and probably experimenting to see what was under the copper.

I agree, looks like a damaged coin that has circulated.
