Could someone please tell me how there is overlapping metal Extra metal but yet this is after mint damage there is not one scrape or scratch that you can feel except for the two deep ones that are side by side Everything feels like a shiny brand-new quarter just wondering how that's possible how someone could add metal and then damage it

Metal is not added it is post mint metal displacement and this is done using a blunt object force. It can't happen like this during the minting process.

The damage to the coin is very visual. Determination cannot not made by feel.
As Daniel said this damage could not be made during the minting process.
