2015 P Bombay Hook Quarter potential mint error?

Is this a mint error? It looks like the number 7 directly in top of a larger number 2. In the second picture you can make out a few letters as well, maybe an H or N, an O or 0 and a P? It's hard to make out. Can someone please tell me what kind of error this is and potentially what it's worth? I'm new to this.

This was caused from circulation and just happens to have the appearance of a 7, if it was a dropped letter it would be the exact same size as the date and would have clean "cut" edges. It would be impossible to have a dropped digit since this coin has an incuse date, no die cavity to fill with grease.
