Is the whole area under the beak like this? If so it could be a planchet defect or lamination. Image isn't clear when I enlarge it to see more detail.

I don't see the alignment for a die clash, instead I see a nice circle extending on both sides of the head. Image is not clear enough to see if it is on the eagle, but it is on either side of the head.

I'm voting for unabraded and tilted clash. Isn't that the bridge of the nose coming off the arrow tips to the wing?
The area on the right side of the eagles head appears to be remnants of the contours of Washington's neck, giving it the appearance of the continuation of a circle.

Tilted Clash? No evidence this coin was not properly seated in the coining chamber, if it was and it was struck there would be more "issues" with the coin.
It's possibly a die clash but a mint employee didn't properly remove it.
Would like to see some better images.

Question #1- about tilted dies. If a regular strike can be tilted why couldn't a clash also be tilted. Question #2- I'm trying to understand the pronouns used. Are you saying there would be more issues with the coin if it was NOT seated properly in the coining chamber? (What issues should I be looking for to indicate tilting and therefore improper seating?)

A tilted die would not strike the coin properly so no matter if it was clashed or not it would still not properly strike one side of the coin. This coin has a full strike so couldn't be a tilted die strike.
It is more likely a die clash that wasn't properly or completely removed and that is the reason it is on one side.

The curve exists under the left wing as well, which lines up well with the obverse overlay. I can call it a clash.
