2015-P Homestead Washington quarter error?

Can anyone tell me if this is a mint error and if it is what is it called or what happened to it? It looks like it's made out of wood with striations on both sides running one way.

My first thought after seeing it was environmental damage. I suppose it could be an alloy mix issue?...I don't know. The brown gunk or stain on the coin, makes me think the coin was laying around (reverse side up) in a smokers house for many years. That's what the inside of smokers lungs look like, after smoking for 40 years!

It's not an alloy mix issue, toning and/or stains. worth 25 cents.
