Help!!!

This is a 1998P mint Washington quarter. I was trying to show the multiple things going on with this quarter. I hope I did a good job but I could really use some help in helping me to find out is this an mint error or a
PSD!!!

Coin looks gouged or cut and this would be damage.

Definitely happened after it was minted.
It goes through the reeding which occurs at the time of the strike by the dies.
