Looks like it was just cut off center a misalignment would be one side since cutting can be off after it left the bureau. The star is good!

And the star denotes that it was a replacement note or part of a series of replacement notes?
Curiosity speaking here, but with this one isn't the little black mark on the lower right of the obv. indicative of the cutting error occurring at the Bureau? And Also, wouldn't incorrect dimensions be a way to tell if the cutting occurred post bureau?

The note was printed or damage during the printed process so they reprinted the note with a star to signify this, and I can buy a sheet of notes and miss-cut them. I am not seeing any incorrect dimensions. A note is not like an off center coin but to be misaligned it can only be on one side and similar to a MAD on a coin.
