Is there a floating nose category for the Kennedy half dollar? If not. Why?

Your picture is a bit fuzzy to actually see the "floating nose"

I believe what you're seeing is called "Over Polishing", or a very "Abraded Die".

As the die fields wear down or become clashed during their use striking coins, press attendants will "POLISH" the die face. If this 'polishing' is repeated enough, there will be a loss of device detail... Causing a flat spot on that device.
A good example here, are the sellers hawking their Lincoln Memorial Cents with the "Floating Roof" on the reverse, as an error.
