No it is not rare it is a high mintage and common date quarter.

That's a video for a doubled die, your coin isn't a double die variety. 1971 s Quarters are not rare.

My guess is this is a proof coin judging by the distance between the "E S" of STATES on the reverse.
(As well as the high reflective fields and bold strike.)
The coin in the corrected link is Pf69. That means it is one notch below absolutely perfect. No scratches, dings, fingerprints, circulation or anything. Even though your coin is nice because it is a proof it doesn't have much of a premium if you can find someone interested in it.
