weight of the 1982 penny
Years ago, back in the 1800's, the mint put arrows by the date to show a change in weight and stars for a change in design. Since there are 2 different weights in the 1982 penny is there any reason why they don't use the arrows or maybe some other designation ?

No, there's just the weight is the difference and with experience so is the appearance.

Re: weight of the 1982 penny
Prices (bartering or trading metals for goods and services) back then were based on the value(weight) of the silver or gold. (Think nuggets and dust!) I believe the arrows next to the date starting in 1853 indicated a difference in weight of the coins. It wasn't the coins but the silver itself that held the value. The mint wanted the public to be able to easily distinguish between the heavier and lighter weight coins for their transactions.
In 1982 they didn't need to distinguish between the two types of planchets because there was no difference in purchasing power between copper or copper plated zinc pennies. (Excluding mint error coins of course  )
Ladies and gents, please correct me if I have this wrong.

Re: weight of the 1982 penny
This is the easiest answer, if you have a 1983 cent that weighs 3.11 or an 1982-D Small Date (Small date only) that weighs 3.11 then you have something. All the rest are known for the 2.5 weight and that is normal.
