I'm leaning towards IMP M IVL PHILIPPVS AVG
But, I cannot make the reverse work for a couple reasons...
1. The legend appears split at the top.
2. The legend to the right appears to be: IA, which limits this to VICTORIA, but the left two letters don't really support "OR"... maybe, "RO"
3. The mint mark in the exurge doesn't exist as AN.. or .NII. or .NH. or .NP. ΔN.. or .NΠ.

To left standard inscribed V . To right of Dacia lion walking left, to left of Dacia eagle with head turned right, wreath in beak.

Hmmm...
Didn't think of "AN" by itself... That is Antioch.
Seems that this coin is marked with "I", "II", or "III" to indicate the year of production.
So, I think you found your coin.

Tough call.
Neither really separates the PROVINCIA DACIA at the top like your coin. That could make it also a Moushmov 7, 8, or 9. And some of those don't show photos. So, for now, I'd go with 9 under Phillip II.
