Need help identifying Eastern? coin with decorated rim

Hi - I found this beautiful 45 mm coin in my grandfather's collection. Anyone recognize it? Looks like Japanese calligraphy but I can't read it. I don't even know if it's right side up!

Ok, now I'm thinking China or more likely, Vietnam. That would make more sense because there's also some Vietnamese paper currency that my dad added to the collection. However, he didn't leave any notes other than the one my mom wrote identifying the paper notes. Nothing about coins. AND, I can't find anything on Numista that has this decorated rim. All of the ones I've found have smooth edges. Any other places I should look?

Issued by the rebel 阮文纘 NGUYEN VAN-TOAN (1781-1800)
Obverse: Dragon Canh Thinh Thong Bao 景盛通寶 (Text on left image, oriented correctly.)
Reverse: Dragon (top right), Fish (bottom left)
Year: 1793-1801
Brass : Yellow Copper
Unit: 1 Mach or 60 Dong

Size of coin is important.
Small versions were handed out as gifts by the emperor (45mm)
[This is what I believe you have here, but no dimensions given.]
Large versions had additional information on the reverse, including emperor's signature. Basically, these were "medals" and awarded to individuals. (135mm)

Coins (standard issue vice palace issue) did not have the border seen here and may have had two characters on the reverse instead of dragon/fish.
~$300 value (based on 2011 book) [if not a replica/fake]

Recommend having it authenticated
