Circulated means:
It was not originally struck to be put in special packaging and sold directly to a customer.
This coin was mass produced at the US Mint, bagged, and sent to banks where it was handled by putting into coin rolls and distributed to people or businesses for use as change. The first individual who received this coin as change may have put it in a box and taped it up, but the coin is circulated. The tape residue does not make the coin circulated, it makes the coin damaged.

okay thanks for your information and I know this coin is damaged you can tell from miles away but I was just wondering if this reverse design has been produced or I see it that way or like mr Daniel said it’s just toning I believe you guys have way more experience than me
