There is a trend with most of the Queen's mints, but especially Niue, to produce these low mintage pieces of art that are called "Legal Tender". I'm not criticizing, as I am collecting a set from the country of Belarus. (Not a Queen's coin.)
If you enjoy them and you can afford them, then buy them as such. Photograph them, share the photos, and display your coins. You won't regret it.
If you are buying them as an investment, I'd warn you to stay clear. You are unlikely to ever regain their cost in your lifetime.
Don't waste money on getting them slabbed. Instead, put them in air-tites (if they do not already come in them) and put them in a beautiful display case where you, and others, can see them.
Keep the "CoA" and box. You never know, they may become collectible one day and that someone will want the whole package.
Low mintage is simply part of the marketing scheme. But, it is more likely, that is the expected market demand and results in the significant premium over 2 oz of standard bullion.
PS. APMEX is sold out of these. Many times when these get a lot of publicity, or interest, buyers pre-order them with the sole intent of re-selling them on eBay for even more.

Absolutely agree with you, this should be taken not as investment.
