You referring to mint sewn bags? I don't think they worth the money myself but older bags before the mint sold them for a premium could be worth it.

For the last 35+ I have been putting away BU rolls of different
years/denoms. It is by no means complete but I do enjoy looking
for them at shows. I don't have anything rare but the State Quarters
are almost complete. Dealers will sell them sometimes for face or
a little more just to move them. About 3 years ago I bought over
300 assorted solid date rolls for a total of $25 over face. Just some-
thing fun to do.

If you leave the bags and rolls unopened then they will eventually increase in a value since rolls are being opened to look for varieties. Over time their will be less and less unopened rolls to find and the value will increase, states like Wisconsin and Minnesota are good states to put away unopened.

if you go 'strictly by the numbers', the quarters you want to 'stash' would obviously be the "lowest mintage".
with the DC & US Territories the most desireable in respect to 'volume'

Yeah, but the mintage of varieties and people's desire to look through unsearched rolls is going to make them much more desirable. Low mintage for state quarters is still extremely large, except the proofs.
