Quite possible, but kind of difficult to tell in this photo.
As always, a photo of the whole coin, front and back helps immensely. Then, we can use information from the rest of the coin to find others like it for comparison.

This coin was turned on a lathe to remove the reverse. Another coin would be altered so that the head side remained with the rim missing. The two are then put together to create a two-headed coin.

What you see is where another penny was pressed into this one. This occurred after the coin left the mint, so it is named Post Mint Damage (PMD).

I don't think the 001 has all the obverse polishing and less on the reverse. I'm not 100% on this. But, what I could find indicated that a die clash occurred later in the 001's life that the mint tried to "clean up". It may be the 001. I was looking for some feedback. Especially since the ...

Improper annealing would be my guess on the discoloration, especially the mottled reverse.
The lines appear to be an attempt to scrub the coin (ie. wire brush?) since they are not all parallel and differing widths. I'd bet on PMD.

The correct weight of 1914 Yuan Shih Kai silver dollar should be from 26.5g to 26.9g. Diameter should be from 38.50mm to 39mm and thickness: 2.5mm. Heritage puts this at about $1200, when not damaged. Burnished is something the mint has been doing since 2006 to make it look better than a business strike.
