I agree but it does appear to have some thickness to LIBERTY (left side of Y appears thicker than the right) and possibly on the date indicative of a doubled die . Curious if they could check it by weighing something against a known weight. For instance a Lincoln wheat cent weighs 3.1 grams. If he weighed a number of them and they were 3.1 grams would that qualify? :eureka: "scales" usually include 2 'weights' for checking/calibrating the unit.... h...

The information states the spherical ball used in the tests is 1/16". But the examples images appear to be larger than this. Wonder why the discrepancy? Did I misinterpret something?

Interesting. A few questions come to mind. :confused:
1)?? Why would this be considered an error?
2)Normal MD on a proof isn't considered an error, is it?
3)Is it because it is on a proof coin which is supposed to be free of flaws?

From what I can see, IBE looks to be MD (Mechanical/Machine doubling) on the right side of the devices.

A couple of questions come to mind and there really shouldn't be any with an MS70. What is up with the rim by the last S in STATES? And the "trenching" where the field meets the rim below that point. Looks like a number of carbon spots as well in the area around your red arrow. Submitted ...

Congrats on the nice find. I was thinking planchet flaw as well.
As deep as that one is I would think something causing a strike through would still be there since they handle the proof coins more carefully than a business strike.

I agree also that it is a wide A M E ....... ( NOT a close AM E ) With a Close AM the two letters would almost be touching and the designers initials (FG) would look different.
