Does that reverse die break and chip on the rim by the O qualify as a cud? I know there is a minimum size usually to officially qualify. Here's a question on the image Mark posted.
Is it die wear that causes the bottom bar of the E (in WE) to be curved, as opposed to straight?
And if that is what is causing the curve, does that mean the OP's coin is an earlier die stage but has more circulation wear?

Based on the tail of the 7 being lower than the bottom of the 1, I'd say large date. That said, I think the large/small date 1970 only applies to the 1970 S cent. As to the 0, it looks flattened from contact on the upper half. I agree with Mark. Because the image was blurry it was hard to tell what...

And remember, there a lot of well made fakes coming out of a certain country that add to the "inventory". I wouldn't be surprised if the mintages haven't grown 10% by now because of the fake key dates.

Try soaking in acetone. (May come off even if placed in warm water if it is syrup from soda or sugar.) Some of it is definitely a substance (evidently very hard) on the surface.
