It looks to have questionable color which is the same difference as cleaning. Although I would need to see it in person to be more certain.

No sating finish for this year, could be later die stage or cleaned and the lighting caused it to look white and grainy.

Looks cleaned but there's a stain, it might just be circulated and scratched up a bit, but is a problem coin.

It's a failed coin ring and is damaged, worth silver melt only.

It's not much off center but you can look up Heritage auction sold auctions and see if there would be a premium based on coins that look similar. Not Capped bust Half by the way.

All of this is normally seen on these coins. The size, nickel composition and the amount struck lead to a lot of die clashes, cracks and impurities in the metals and when a dies clashed the marks are removed and that removed parts of the lettering and numbers on a regular basis. Damaged doesn't require displacement or activity on the reverse. The nature of the damage dictates what opposite and equal reaction will or will not happen and then this coin circulated after it happened. Only thing that matters here is that this can't happen at the mint so it must be damaged.

Yes, MS in this sense means a business strike but not a coin that must grade MS. Also I am not really seeing the doubled die myself. Coin has been circulated and that could be why the letters look a little "different". I could be wrong but NGC must not have seen it or it's not the die pair...

All of these coins are damaged and not worth more than face value, except the silver UK, it's worth the silver melt.
