Proof Bicentenial Quarter

What do you guys think about this Bicentennial Quarter? Notice the Mint mark and a little doubling I think on the Obverse. All the coins on this set have the same mint mark error and some of the doubling. I do Not have the Eisenhower dollar. If any of you are experts , please advise me if I should s...

I don't think so either. A blow torch would do a lot more than bubble zinc and copper. It is something else. Maybe even a mint error.
