Could you post images of both sides of the coin? Usually when a non-toned and uncirculated coin has a different surface appearance it can sometimes be improper annealing.

I agree this is a slight obverse die alignment but within mint tolerances. However, MS grades are first and foremost based on the amount of contact marks and not if the coin is an error, toned or looks nice. I say that just to save on confusion about grading.

Also this doesn't add any extra value.

It cost too much money to do. It would be worth it in the long run but the up front money is pricey. I have talked to several companies on this matter.
