This is going to be either struck through greased filled die or accidentally polished weak on the die, then struck weakly on the coin and then wore off. It is common, some 1943 cents have weak or missing 4's and they really haven't caught on as varieties although technically they are.

It is just a proof. Burnished bullion strikes are special strikes or finishes.

It's a contact mark so it post mint damage and not a mint error.

I think I still have the 44' will look at that, didn't seem DDO but I wasn't really paying attention to anything but the lamination.
