If the coins are in a mint bag and have a film then they might have been exposed to humidity and that would also cause the golden toning. The shape of the toning would be from other coins being against the coin and protecting them from the "moisture". The little shape on the Wisconsin is too blurry ...

Image is a little blurry to make out grade or to see if the coin has been cleaned or not; this is a common date and worth a couple dollars.
